Run HWiNFO and find out what your turbo power limits are set to. The base frequency for a 9900K is 3.6 GHz and you are well below that. The BIOS might not be setting your CPU up correctly. I thought it was a manual with full core overclocking. As usual, to turn off c-states, you might need to disable them. You probably can't, but usually you can stop all core and c-states, and the boost feature won't work.
You can utilize an Intel CPU with full overclock across all cores at maximum speed when C states are active. My setup uses a 10850K with a 50x multiplier on every core and C enabled. The Core Temp image indicates power draw stays at the rated TDP of 95W, which suggests throttling since limits are set to defaults. This issue should be resolved in the BIOS. Setting both PL1 and PL2 turbo limits to their maximum (4095W) is the optimal solution for overcoming power throttling.
