The initial ThrottleStop capture indicates your machine was experiencing power cap at 95W. ThrottleStop obtains these caps directly from the CPU. Regardless of BIOS-defined thresholds, it will apply those values. After ThrottleStop detects this data, selecting OK in the TPL window keeps it using that cap. Adjusting BIOS settings will cause ThrottleStop to disregard them and revert to prior limits. To maintain functionality, update power limits in ThrottleStop or remove its configuration file post-BIOS change.
