Try actual tests to see your speeds on Steam or direct downloads. Also note the type of adapter you're using—PCI, USB, or built into the motherboard.

Usually, when connecting to a consumer network, download speeds outpace upload speeds significantly. It wouldn’t be unexpected if auto-negotiation problems affected either speed or the connection type.

You might consider running an apt-get update followed by an upgrade if they haven't been done yet. It's hard to say exactly what you know about Linux, but checking performance and duplex settings is a good idea, since slower speeds could point to driver issues.
