What processor are you using? Still, if it's an i5, you should be able to hit 60 frames per second. Why are there two 960s when a 970 would be more efficient and cost-effective?
It seems you're looking for a high-quality OC version that performs well. There are some issues with 960-s versions—they don't hold up in tests. I’d prefer a 980ti if possible and get it. Even a 980 version would be nice, especially for smooth 1080p at 60 fps.
And two 300 GPUs? That’s a massive investment! A 980 would easily surpass the 2,960 range.
A 980 would likely handle 3 1080p monitors well for gaming and multitasking.
It will work. Using only one for gaming gives you a great experience.
