Your WAN IP range is between 100.64.0.0 and 100.27.255.255 or it begins with 192.168 or 10, indicating carrier-grade NAT.

I also tested running the server on your neighbor's Wi-Fi—it performed perfectly! Both of us share the same ISP, but they use different routers: their MediaAccess TG389ac is a high-power model, while my setup uses the HG8245H5. Would that impact performance?

If WAN IP refers to public IP, then it's not correct. My public IP begins with 158.

Insert your local IP address into the Server.ip section. After launching, verify the ports once more.

The server couldn't connect to the port after adding my public IP address.

I checked the router's webpage and looked for CGN information.

There might be alternative options besides a static IP address. Consider dynamic solutions if applicable.

There is an option using a VPN, though I’m unsure about the configuration details. If your ISP provides a public IP address, that could be another path. Keep in mind that static IPs or public IPs might not always be accessible. Carrier Grade NAT was introduced because most routable IPv4 addresses are already used. In some regions it’s now common. Be ready to invest more if needed. Static IPs usually cost more, while a VPN incurs ongoing fees. You could also consider renting a VPS to run your Minecraft server, depending on what fits your budget.
