Restarted the PC and router following the adjustment, using three Ethernet cables and all four outbound router ports. Still at 9mb.

Do you have Norton installed? I've noticed lately that Norton's network security can slow down your internet speed. If you're using it, turn it off and check the speeds after a short period. If not, consider ignoring this advice. It's just a suggestion since I encountered a client today who got 1 Mbps when I disabled Norton—his only available speed was 85 Mbps.

Norton only Win Defender is the main concern. Should we proceed with reinstalling the LAN drivers?

You might want to give it another shot. Also, attempt starting from a Linux live disk to check if the problem continues. This helps determine whether the issue lies with software or hardware.

First I’d download the newest Ethernet drivers. Remove the existing ones and add the fresh ones. If that doesn’t resolve the issue, check that the cable is functioning properly. Should everything else fail, sometimes reinstalling Windows helps. However, if that doesn’t work, a fresh installation of the OS might be necessary. It’s possible your laptop’s wireless card is faulty—perhaps an older Wireless N model with limited range compared to an AC version. That would likely depend on whether your Comcast gateway includes an AC access point. I don’t know for sure because I haven’t used a Comcast modem rental in five years; back then, their gateways were about as reliable as a bad sandwich.
