I'm setting up another machine for my brother in the same house and I'm checking if it's feasible to transfer all our Steam games from the existing setup to the new HDD without using the internet. Our data limit is tight, and it would take a long time to download the whole collection.

If your Steam library is located in the standard directory, move the folder to the alternative computer's designated Steam path.

I have two computers, and the simplest solution is to install them together. The only alternative is to clone your drive.
Steam won’t allow two computers to share the same account unless one is offline. This can be frustrating for you.
Being considerate of your brother can become a hassle for you.

You simply need to paste the contents of the directory where your games are installed or the steamapps folder. This can be achieved using an external hard drive or over a local network, provided you have a gigabit connection since large data transfers will take longer on slower connections. It’s likely you’ll have to start the installation on the new computer, but it will only check for missing files and download what is needed.

Not completely accurate. You can enjoy a single game but not the identical version. At least from the same IP address. I've tried it once. Steam lets you sign in with various accounts, so you can do that regularly...

I own one account and two computers. When a game is paused on one machine, Steam prompts me whether I want to log off before starting it on another. Possibly varying rules apply in the EU.

That sounds like a convenience feature, though the logging off part sounds odd.
I can log in on my account with two computers at the same time. The only thing that happens is the library of both computers combine because of that in-home streaming thing.
