I'm setting up another machine for my brother in the same house and I'm checking if it's feasible to transfer all our Steam games from the existing setup to the new HDD without using the internet. Our data limit is tight, and it would take a long time to download the whole collection.

Not completely accurate. You can enjoy a single game but not the identical version. At least from the same IP address. I've tried it once. Steam lets you sign in with various accounts, so you can do that regularly...
That sounds like a convenience feature, though the logging off part sounds odd.
I can log in on my account with two computers at the same time. The only thing that happens is the library of both computers combine because of that in-home streaming thing.
That's correct.
The issue appears only when attempting to launch the same game again.
