This discussion isn't regulated by any regulations. For guidance, consult the laws in your own nation. You're also taking for granted the software runs on Blu-rays with DRM protection. He might have a few copies of DRM-free content on them that he wanted to transfer to another disc. Probably not, but you shouldn't assume it's meant for unauthorized use.

I don’t understand the frustration. He didn’t mention intending to break the law. It could be happening through proper channels.
