The i9-9900K is promoted as a 95W processor. When it reaches turbo speeds above 5GHz, it exceeds the official limits—especially at higher power settings. For a brief moment it operates beyond those specs, but after that it reverts to the 95W cap. This behavior causes the 'Power Limit Throttling' you notice. You can push it to 120W or 210W for a short time, but once the boost ends it returns to 95W. Running it at 120W continuously is considered manual overclocking. Pushing it to 5.0GHz across all eight cores transforms it from a 95W chip into something closer to a 250W power draw.
