The computer was limiting performance at 75°C, then after disabling speedstep it reached 90°C before settling at 0.5GHz, causing lag when playing games. Turning speedstep back improved stability but increased CPU usage.

BTW, the throttle stop doesn't display the FIVR; I'm only trying to adjust my temperature.

Open the device manager, search for "Intel Thermal Framework Processor Participant Driver," and remove it. Adjust power and current limits to 99999 in throttle stop. Effect will happen right away without needing restarts, but Windows tends to reinstall that bothersome driver each time you restart, so you'll need to uninstall it regularly.

Check for any vehicles under that image. If no DTPF exists, adjust power and current limits to 99999 to see if it resolves the throttle issue.

There isn't any further information, just guidance on locating power and current limits.

You possess a very old processor from a decade past. The amount of energy available is limited.

It previously limited speed at 105°C, then suddenly dropped to 75°C unexpectedly
