It lacks the additional memory channels and notably more PCIe lanes, which means it isn't HEDT.

I considered the 3900 Series option, but the overheating issues from my previous Pentium D setup were a concern. I’d prefer a TDP around 65W instead.

Upon closer inspection, I noticed the R9 CPUs have 12 and 16 cores. I wondered why manufacturers are shifting toward a 3.5 GHz processor. Then I read more carefully... Oops, should say the first time. Is this an OEM item? https://www.newegg.com/p/N82E16819113662...6819113662
