I'm capable of running at 60fps. That's pretty cool. The difference between the 4790K and 4690K isn't really noticeable unless you're doing video editing or heavy rendering. Hyperthreading isn't essential for most users unless you work with CAD or similar tasks. Witcher would gain from it, but I don't have solid benchmarks to confirm. RAM needs are usually sufficient for everyday use—around 16GB works well, though more than that might be excessive for some.
My configuration handles ultra smooth performance at 30 fps. Occasionally reaches 40 fps. With a weak sauce version 960, a 980Ti suggests around 50 to 60 fps. It won't hit solid 60fps but will fluctuate between 50 and 60 fps.
