Some users accidentally adjusted settings in Ryzen Master without realizing it. This is why I brought it up. You might only notice 30Hz performance. Next time, check the Nvidia Control Panel to confirm Refresh is at 30Hz. That’s occurred to me several times. Also, verify if FCLK is being downclocked—did you configure FCLK in the BIOS?
I haven't adjusted the fclk in BIOS, and if I had it would have fixed this issue, since it only occurs occasionally rather than on every boot.

I adjusted it to the correct value instead of relying on the board to do it. Something useful is to use HWiNFO to monitor it when you spot the issue and check if the clock is being downclocked, which might be causing the problem. When I encountered the issue, I noticed the FCLK decreasing during operation and resolved it by changing the FCLK setting in BIOS rather than allowing the board to set it automatically. It might not match what you're observing, but manually setting FCLK in BIOS is a safer approach.
