Here’s a rewritten version of the text, focusing on clarity and conciseness:

“I'm experiencing fluctuating frame rates in several games. Specifically, Battlefront II was running at 80 fps yesterday at 1440p with max settings, but today it’s hitting 140 fps – a significant drop. This issue seems consistent across all my games. I recently updated my Nvidia drivers and installed AMD CPU Manager. Standard troubleshooting steps like rebooting and disabling game mode haven't resolved the problem. My GPU and CPU usage remains very low even when settings are lowered, with minimal impact on FPS. Specs: RTX 2080 Ti, Ryzen 7 2700X, 16GB RAM (3000MHz), Windows 10 1809. Could this be related to the driver update or AMD CPU Manager?”

do you have a semi-recent system restore point to allow rolling back the changes which might have robbed you of 40-45% of your frame rates?
(Type 'recovery' in Win10 search area, select 'recovery/control panel' from pull down options; for instance, a restore point from one day earlier shows on mine due to a Windows update...)

(I'd perhaps skip the 'cpu managing software' in case that caused your issue)
