do you have a semi-recent system restore point to allow rolling back the changes which might have robbed you of 40-45% of your frame rates?
(Type 'recovery' in Win10 search area, select 'recovery/control panel' from pull down options; for instance, a restore point from one day earlier shows on mine due to a Windows update...)
(I'd perhaps skip the 'cpu managing software' in case that caused your issue)
