It could be too high considering your past experiences, but it's manageable for the CPU. As long as you're achieving good Cinebench scores on a stock 7800x3D, temperature becomes less important. Zen3 (Ryzen 5000) helped me stop focusing only on temperature and now I don’t need to watch it closely. PBO is an AMD feature that automatically adjusts overclocking and reduces voltage. One of its tools is CO or Curve Optimizer, which offers helpful dynamic undervolting. It’s turned on and adjusted in the BIOS.
It comes from PBO and is already part of your BIOS. It isn’t achieved through software (or should not be, at least). Still, this isn’t necessary to keep the 7800x3D running smoothly or unlock its full capabilities. Basically, it’s pretty much what you get out of the box.
