Adding +0.250V at once would be too much—gradually increase it, like +0.025V or +0.050V per step. A Ryzen 2700 can hit around 4.0 GHz to 4.1 GHz with roughly 1.4xV, or even 1.3xV in certain scenarios. For 4.2 GHz you're aiming above 1.40V. If you push to 1.5V+ but only reach 3.9 GHz...
