I believe the screenshot of the bios displayed SOC voltage. If you didn't manage to see it, perhaps there was an issue?

Check the readings from HWMonitor or HWInfo for the core voltage. It seems to display a very low value. The CPU-Z shows the CPU running at full speed and maintaining a stable ratio, which suggests the core voltage is indeed below 1.00V. Are you sure the Ryzen power plan is already set up? You mentioned it should be Core Voltage, not SoC Voltage.
