As long as temperature stays at normal levels and you don't see problems with the performance or artifacts, i wouldn't worry about it.
Temperature is proportional to power draw so if the temperature is normal then the power draw is normal.

Can't assist with that, sorry. I haven't used a laptop before. Check the Windows settings—go to System, then Power—and change it to Performance mode. Look through these settings for additional power-saving options you might want to disable to improve speed. Keep in mind that higher performance requires more power, which can reduce battery life.

For some reason, it's stuck at 15watt TDP.

It seems to be more of a Dell limitation, so I'm stuck here...
