I still don't understand why it feels so good. When you launch a game or benchmarking tool, just how intense does it become?

The image shows HWMonitor. Does the power appear typical?

Your core speeds remain minimal. Just starting up. Keep hwmonitor running quietly in the background and launch an application to increase system demand.

I just completed a CPI mark benchmark, and the temperatures remained under 28°C.

We've identified the issue. As a recent Dell buyer, you should contact their support for assistance. Could you clarify what type of CPU cooler your XPS uses—standard fan/heatsink or an all-in-one water cooling system?

I just ran another CPU mark test. The usage went to 100%, yet the core speeds stayed at 399MHz. Is the core speed supposed to increase?

Yes, significantly so. There would also be an increase in operating temperature.

I can create a ticket, though I’m already past the warranty period. It’s a simple fan/heatsink. The heatsink is really large, but it’s still just a heatsink. Why are the temperatures so low? Probably because I’m not providing enough power to it.

Currently, it seems there might be an issue with the CPU or motherboard. Are you sure your motherboard's BIOS is completely updated? Also, could you provide the exact XPS model you're using?
