Hey there! There are a couple of factors at play. Under heavy CPU usage, the processor might run slower than its maximum speed because of power and voltage limits. My 5900X can hit around 5.1GHz on a few cores, but drops to 4.9 on others. In CBR23 it stays at 4.3 due to its PPT at 140W—even when the temperature is near 70°C. If you crank it to 210W PPT, it might reach 4.6 but get hot. You don’t usually run CBR23 often. In your situation, cooling isn’t sufficient and several cores throttle. A better option would be a 360AIO for improved performance.

From a safety perspective, few want to tap into links. It's common on the forum since most members are very focused on security. Also worth mentioning about cinebench r23 is that you often experience thermal throttling during that task, but not in gaming since it's less demanding.

Of course, not every link is safe. I tend to rely only on verified sources. It makes sense to prefer links from official searches over random posts, since they’re less likely to be harmful. Why risk it when you can avoid it?

To lower the heat generated by your CPU, try applying a negative offset voltage ranging from -50 mV to -75 mV for both the core and cache. This setting tends to work well with most comparable Intel processors. It can significantly reduce CPU temperatures during heavy tasks such as running Cinebench. I’m using the same Corsair H115i cooler you mentioned, but with a dual-core processor. By adjusting the voltage, temperatures in Cinebench R23 when all cores are at 4900 MHz become manageable. If your cooler is properly installed, there could be an issue between the heat spreader and the CPU die. Your processor might benefit from being de-lidded. This cooler should handle up to 200W without overheating.
