I chose to test my CPU performance using Cinebench R23. It instantly dropped to 4.5GHz. I’m wondering if a new cooler might be necessary since this unit seems unable to handle it. Corsair H115i Pro XT AIO Cooler with 2 Noctua fans, 32GB RAM, RTX 3090 FE and i9-9900k.
That's fine for that CPU. There's a max allcore boost for all CPUs that is lower than the single core boost frequency/max clock. For example, my workstation's CPU can clock up to 3.8ghz but hangs at 3.28 when rendering in Cinema 4D (same engine as Cinebench).
It seems generally around 4.7ghz all-core on the 9900K should be achievable at stock settings with proper power and cooling. If it uses AVX, there could be a different value. I don’t recall if CBR23 supports AVX, and since my wife often drives that model, I probably don’t notice it. If it does use AVX, the typical offset is usually -2, giving about 4.5ghz during testing.

I didn't open the link (many won't), but it doesn't appear to be thermal throttling based on what was discussed here. All-core turbo is running at 4.7ghz, which is typical. With an AVX workload, a negative offset of about 2 should reduce the speed accordingly. Intel processors usually don't throttle until temperatures reach around 100°C or lower, especially with TVB support on newer chips. Your board can adjust power delivery and frequency limits separately, so this seems like normal behavior.
