In the past couple of days many have mentioned they expect no more flash sales on Steam. People usually link it to refund policies, but they don’t elaborate much beyond that. What’s the real reason?

If they ran flash sales, refunds would arrive in massive waves every eight hours during the promotions. Many customers who just purchased those games would probably ask for returns to take advantage of the discounted prices.

They claimed to end the big sale and maintain the cheapest price consistently. Many customers expressed frustration over receiving a lower discount initially and then facing even cheaper offers during a flash sale.

The entire refund process stopped the issue. I get why folks are asking for refunds when a game isn’t working, but now most refunds come from people changing their minds or seeking lower prices. I really preferred the experience before the refund system was in place.

They need to prevent purchases within the next two weeks after returning an item. For example, if you buy a game like CSGO and return it, you shouldn’t be able to buy it again for 14 days later. Steam should clearly show this restriction so users understand the rules. This helps avoid confusion about what counts as a game versus a premium version or other editions.

Valve recently added a refund policy a couple of months back. It offers fairly lenient terms. You can find more details at the provided link.
