One part is fully performing while another isn't; the fully performing one is limiting the other. If your GPU reaches maximum and CPU doesn’t, the GPU is causing the slowdown. It varies by game—CPU might struggle more in Skyrim at 720p versus 4K compared to other titles. The situation is quite different. I’m not sure if a bottleneck exists in your case.
