My friend received a pre-built system and is currently staying in a hotel while working in another state. After the PC arrived, he tried to turn it on and begin the Windows 11 setup. It refused to connect to the hotel's Wi-Fi for some reason, so he bypassed it to the desktop. Now, when attempting to connect to the hotel Wi-Fi, he is prompted to accept the terms and conditions, but he cannot locate them to do so.

He mentioned he encountered the pop-up on his phone and was able to connect, but there was no window on the PC to accept the terms and conditions for connecting to Wi-Fi. What would be the best choice from there, using a hotspot?

He mentioned he encountered the pop-up on his phone and was able to connect, but there was no window on the PC to accept the terms and conditions for connecting to Wi-Fi. What would be the best choice from there, using a hotspot?

hot spot might work
I think your friend probably connected the wifi antenna to the PC, which could explain why no alert appeared.
Alternatively, he may want to contact hotel staff or wait until he returns home.

Are there any ways to try forcing the hotel page to show up? Since he'll be staying at the hotel for the next two years, going home isn't an option right now.

He restarted the computer, didn't he?
Trying to connect to the WiFi after a restart should prompt the alert.

At a hotel, the terms and conditions show up in the browser window instead of a separate popup. You can also ask the front desk to reset your room and access.
