These two games are struggling with performance, especially on high settings. Witcher seems to have low FPS on ultra settings, which you should be able to handle since your system is decent. For Fallout, it might be running on Windows 7 based on what you heard, but you don’t want to download fixes from questionable sources.

Also, if you're using Nvidia and you're on driver version 353.06, switch back to 350.12 or earlier.

Is the game running any additional modifications? Did you adjust the .ini settings? Have you configured it to operate on just two CPU cores? The game struggles with quad and higher core CPUs because of the engine's performance. If you're not experiencing this, consider trying the suggested fix here: http://fallout3-multicore-crash-fix.blogspot.co.uk/. A stutter remover mod for NEXUS has helped before on a Windows 7 system, though results may differ.

Thanks! It looks like the issue is resolved now. I’m getting 60 and won’t change my settings. It might be because my monitor supports 60Hz, which is the current limit for the game. We just need to finalize Fallout 3.

I'm not installing any mods and don't have any changes made. I'm trying to find what people recommend for adjusting the .ini file, but I couldn't locate it. Would you prefer not to download anything?
