Well I'm not sure how to help with this, Bethesda games just usually aren't very good ports, but for me, the base fallout 3 ran 60 locked without touching a thing, I just had stability issues so I got the fixes from online Do you have msi after burner? It can show you what's limiting a game either cpu or gpu The thing is there is an "unofficial patch" that includes a ton of fan made bug fixes, if you down want to download that, your experience will be worse for it. And if you are worrying about virus' nexus mods is a well known legitimate website

It's not a persistent problem—it's happening because I have more CPU cores, but I don't know the best way to resolve this.

Fallout 3 is famous for crashes and glitches. You'd just have to cope with it, I suppose. Are you experiencing the same issue in that area? For Fallout New Vegas (using the same engine), I loaded an earlier save from a different location and tried again. I also have Fallout 3 on my PS3, but it freezes too, showing this isn't limited to just one platform.
