Take a sheet of A4 paper and roll it into a cylinder, place one end near your ear while holding the other to detect the sound source. It resembles a fan's bearing failing.
Also, observe the drive activity LED on your case if it matches the noise.

Do you have any mechanical hard drives installed in the system? For PSU details, open your PC and check the model name on the label printed on the PSU (or take a photo and share it here). Can you provide an image of your system with the side panel removed? (upload to imgur.com and include the link)

It's completely not coming from the PSU, and I'm unsure where it is. I don't have any HDDs installed on my system.

PSU is positioned beneath the graphics card, encased in a metal shroud. The power supply could be reachable from the opposite side (through the metal cover, not the glass one). The CPU cooler resembles a typical AMD model, specifically the Wraith Stealth design.

Thumbscrews should be located at the rear of the PC case. Removing them allows access to the side panel.
