Just installed the PC and it’s not behaving as intended. Frequent stutters appear when launching applications, visual artifacts show up while streaming YouTube, and most games run at 10fps or lower—sometimes they freeze entirely. The titles I’ve tested include Fortnite (brief play but mostly 3-10fps and crashes), CS2 (about 8 fps on average), and Valheim (significant stutters). I attempted a fresh Windows 11 install, then switched to Windows 10 again, but drivers were removed and reinstalled. RAM, GPU, and refresh rates have been adjusted between 1440-1080p and 144Hz/60Hz. The MOBO Asus B650e supports max gaming Wi-Fi with the Ryzen 5 9600X, RTX 4070, 12GB RAM, Corsair Vengeance DDR5, and a 2x16GB SSD. I’m also using a Thermaltake Toughpower A3 Snow 850W cooler.

Yes, connect the monitor straight to the GPU instead of through the motherboard.

Also, if the speakers are stuttering through the motherboard, they aren't properly linked to the graphics setup.

Check if every GPU power port is securely locked in place. Ensure the board is supplying over 80 watts of power, considering the PCIe slot’s capacity.

It is fully seated and linked to the 12v-2x6 connector. I initially used the adapter and connected it to two separate PCIe cables.

Do you have the chance to test this GPU on another setup or use a different GPU within your current system?

I installed the GTX650 and it’s running much smoother now. It seems the graphics card wasn’t getting enough power as mentioned before. I connected it using the 12V6x2 power cable and an adapter that came with the card, which includes two separate PCIe cables.
