It seems the MSI B650 is still working fine in August, possibly due to the timing.

He didn’t verify the power cables? The service center also overlooked them? Did he reuse the same cables with another PSU? Maybe it’s time to switch to new ones, since any issues might stem from improper installation.
I'm not familiar with restarts but I understand your Ryzen 7 9700X. It isn't working well in the same slot with Kingston 32x2 RAM at 6000MHz CL30, even though it's supposed to run that setup. I tried it for a while but then faced crashes during The Finals, which is demanding for a CPU-heavy game. People claimed it was overclocked memory, but I know better. I lowered the clock speed to 5600MHz CL40 using the previous DOCP profile in BIOS and it's now stable with no crashes. Recently I switched to a new Samsung Gen 5 SSD and installed Windows 11 there—it's acting strangely. I checked the disk integrity, it passed, but I don't know what's happening. The BIOS version is PRE 1079, so I was wondering if updating would help. Sorry if my advice seems off-topic; I just saw @Hinjima mention trying to disable XMP.
I believe most buyers of premium models have very different opinions. There are no PSU makers that are completely safe from failures.
I own a Corsair RM750x PSU (recently purchased, quite costly compared to alternatives). It functions, though it has some issues: Installation was difficult due to the rigid cables—hard to fit and even hard to remove without fear of damage. Attaching it properly also proved challenging, possibly because of the Fractal Torrent Compact design.
