The title clearly indicates the issue, yet Steam fails to load GTA 3 or Vice City while other titles do. Continuing to press the shortcut doesn't resolve the problem.

If you purchased them from Steam, you can right-click the title in your library, go to Properties, then Local Files, then check integrity. That resolved the issue several times; otherwise, re-download it.

I faced a problem where copying and installing the game files by simply validating caused it to launch but crash immediately after the 3D elements loaded. I resolved it by removing a file and then re-validating, which seemed to trigger a more complete reinstallation.

I faced a comparable problem after switching to Windows 10. I didn’t have an official Win 7 copy, so I purchased a discounted one from Amazon. This also allowed me to replace my 64GB SSD drive. My GTAV installation failed, and Steam began downloading a 50GB file to fix parts of the game files. It worked if it was just related to the game folder; otherwise, I’m not entirely sure what’s causing the issue.

Currently, Steam handles those automatically for most titles, and cloud syncing is available by default. If it doesn’t work, you can simply save your files normally.

If you restored your files, you should reinstall Steam, not just the games. The issues might be with the game files themselves.
