Removing games doesn’t affect the saved data since those are stored in your personal directory, unless the saves are inside the game files themselves. In that case, it rarely impacts the saves.
I removed GTA Vice City and put it back in, but it still behaves the same. The Steam key from G2A doesn’t seem related since I’ve played it for a while before registration, and it worked fine then.
This situation has been ongoing and I'm struggling to understand it. I purchased GTA 3 and GTA Vice City from G2A, the keys worked initially, and I played for about three hours. However, now when I click the shortcut or open the EXE file, it says "running then don't load." I've tried verifying the game cache, reinstalling the games, and even reinstalling Steam, but only have Windows Defender installed. The problem seems to have started after changing my desktop background. This issue is really frustrating for me.
