I verified my Windows 10 copy is fully activated, but changing the background remains blocked. Switching to another image—even one preloaded—triggers a solid color instead. I’ve looked into group permissions and enabled background display settings, yet the issue persists. Any suggestions? Here’s a brief clip of the behavior.

Consider refreshing your system, likely due to an OS issue. If that fails, adjust the background image using "Set up this picture as desktop background" or via regedit.exe as shown. https://www.top-password.com/blog/set-a-...0-desktop/ For verification, check https://www.windowscentral.com/how-restr...windows-10

Windows is completely activated, as demonstrated in the video above. Watch the video; it simply returns to black.

I also confirmed the Windows update is complete and everything is current. The most recent install was yesterday, focusing on Windows Defender. It’s been running for a while, and occasionally certain apps or games cause the desktop to freeze and turn black while icons remain visible. However, if you select the background it displays the wallpaper correctly.

I saved and turned off the option to prevent background image changes in gpedit.msc, but it didn’t function after a restart. I also adjusted the background image via the Registry Editor as shown in the video, and after restarting it still didn’t work. The file path was correct and it showed the picture I set in the registry editor.
