The system doesn't alter the background settings.
I found a possible solution by searching for "msconfig" in the search bar. This opened a panel with options like General, Boot, Services, Startup and Tools. I chose "Diagnostic Startup" under General, then cleared all services on the Services tab. After saving and restarting, I reverted to Normal Startup in the General section. Then I accessed msconfig again, set it to Normal Startup, and rebooted. Once done, I was able to change my background settings without issues. It worked for me.
