I turned it off and on again... changed the Steam skin... fixing the Steam client, maybe I should reinstall it.

Scrap my previous reply, as this is a steam store issue (not the software steam as it is technically web browser for the steampowered.com store) try restarting the client, computer, router all connection based things ass i believe this to be a network related issue
