Lag mainly comes from network issues. Often it's just a delay, so in online games you might notice objects firing but not registering. Frame drops happen when the game runs slower than expected, causing a rough experience. You could try turning on game mode for that game. While gamemode works well on high-end systems, it performs better on lower-end ones.

I just tried Rocket League. I notice lag spikes while playing online, causing the FPS counter to drop 10-20 each time. It seems worse when there are other players. I’m checking if the issue comes from the CPU or GPU.

Increase the resolution to 1080p and the lag should disappear. Overall frame rate might drop a bit, but performance will be steadier.

There are two issues here. You're playing on a TV... Only at 900p is that working. If you have an NVIDIA GPU (@Godlygamer23), use the software to run at 1080 and then downscale to 900p.
