It seems the issue lies in the NVIDIA Control Panel under Manage 3D Settings, which enables DSR. This changes the system resolution to match game settings. On my test machine with a 1600x900 display, I can't reach 1920x1080 because of how the resolution is scaled. When using DSR, you should also tweak the Smoothness setting; otherwise, the image may appear distorted.
