In the UK that's quite surprising. My parents reside outside the city, so their connection isn't great—they rate it around 10/10. Upload rarely hits 10, but download does.

I own 134 titles on my Steam account. Most remain on my 2TB RAID 0 storage and a few on an SSD, all well protected. After reinstalling the operating system, I just re-link the D drive and games to my library. The process is actually more involved for my main C drive, requiring me to re-download those titles. Steam should offer a similar quick association feature as Origin when linking games. You should be able to select your game files again and restore the connection automatically.
Backup games? What are these things about 2001? Did 9/11 already occur?
