I updated my new Ryzen 3600 with the latest BIOS and chipset drivers, running Windows 10. The processor consistently runs at 4 GHz and its temperature fluctuates between high-30s and high-40s during idle. The vcore stays unstable, hovering between 0.7 and 1.3+ V. My previous 2600 stayed steady around 1.5 GHz at idle with voltage below 1V. I only changed a few BIOS settings like enabling global c-state control, setting RAM speed to 3600 MHz, and applying a -0.05 V undervolt. I haven’t adjusted clock speeds or other parameters. I’m trying to find a way to downclock the 3000-series via BIOS or Windows, but I’m not using Ryzen Master and want something reliable.

I'm using Ryzen Master to monitor clockspeed, voltage and temperature during idle. Note that other programs may show the most recent load value, making it hard to see idle performance—your system is functioning properly, so disregard any reports from other apps except Ryzen Master.

My ears are picking up changes; the fan is speeding up and slowing down even when smoothing is active. CPU-Z seems to be the exception, as noted.

Cpuz is quite damaged. Did you make sure to update the BIOS and install the correct chipset drivers?

CPU-z also is pretty good for zen2 they updated it recently to use the Ryzen Master algorithms as well. But that aside, there's no reason to stress over this... Frequency alone is meaningless if the CPU is idlying. What is the windows power plant? If you are using stock cooler than you might have to adjust the fan curve manually on bios for best results as the 3600 does come with a relatively cheap cooler.
