I also rely on Ryzen Master, but mostly check Task Manager Performance Tab, MSI Dragon Center, or CPU-Z. My setup includes the X570 Gaming Edge Wifi, Ryzen 5 3600, GTX 1660 Ti, and 16GB 3200MHz DDR4 RAM. I’ve never noticed the CPU dropping below 4GHz—sometimes it’s around 3.96 for a brief moment before jumping back up to about 4076MHz. WHYY!!!!

The information above could be worth exploring further... Would you share your advanced power configuration as well? Also, what voltage is it operating at currently? Does the frequency change if it does, specifically between which values? Just to clarify, this behavior isn't typical—Ryzen should be throttling down to around 2-3 GHz even if the measurements aren't perfect. I’d also recommend resetting the BIOS or applying "optimized default settings" and avoid making any changes.
