My C:/ drive SSD is now almost completely at 100% usage, with minimal data movement, effectively halting my PC's operation. This occurs even during Windows boot-up (indicated by a steady LED on the case instead of the typical flicker).

I've attempted the following solutions:
SOFTWARE:
- Disabling various services that might be contributing.
- Performing a complete driver update, including flashing the BIOS.
- Reinstalling Windows 11 fully.

HARDWARE:
- The SSD (C:/) (Crutical BX500 2TB): tested with Victoria and another unknown program; verified via CrystalDiscInfo and my own software (all S.M.A.R.T. metrics are normal). Swapped SATA data and power cable. Will test on a separate machine if the issue continues while the drive is isolated (details to follow).
- RAM (24GB DDR4 Corsair Vengeance LPX): passed Memtest with no errors. It seems the test wasn't significantly impacted, suggesting a possible drive-related problem.
- Case fans (various models): checked, all unplugged except CPU cooler, no noticeable difference.
- PSU (BitFenix Whisper M 450 W 80+ Gold): power draw is more than 50 watts below the listed value, but the supply worked correctly with identical components before the problem started.

I'm unsure how other components like the case or expansion cards might be influencing this issue.

The system restarts right away after a fresh installation of Windows 11 without any programs running. Are you aware of the automatic software that starts when the computer turns on today?

I've made a few adjustments (disconnecting some fans, just the on-site upgrade and trying it with Victoria) that resolved the issue for several days to a few months without problems. It also works when using Windows in safe mode.

Use Resource Monitor to investigate the source of disk usage.
Navigate to the Disk tab,
select the Disk Activity section (excluding Processes with Disk Activity),
sort by column Total.
Ensure the File column is fully readable and capture the screenshot.
(Share the image on imgur.com and include the link)
This will reveal which process is active and which file is being accessed.

Since I made some mistakes in my younger days and chose to keep my C:/ on a 124 GB SATA SSD after the 970 Evo was installed, then upgraded to the Crutial SSD, the next step would be another m.2 drive as my motherboard has two slots but I don't have enough money.

it's a wd blue 3D 1TB (WDS100T2) with 40/100MB/s and 4k read/write speed (QD1). compared to the 970 evo 2TB 80/180 4k, it's slower. boot time difference is probably just a couple of seconds, which isn't much. bx500 shouldn't be that slow. according to the review, it runs a bit slower than my sata drive. something seems off with this drive definitely.
