I tried again and changed the CMOS battery. When I activated the power button on the PSU and connected it to the outlet, I detected some static noise coming from it. This suggests the PSU might not be the issue since it powers on but doesn’t fully activate the PC. I double-checked all cables and confirmed they were secure. It seems the problem isn’t with the motherboard, as it worked before I turned off the PC. Is this related to the PSU or another component?

Consider switching to a different power supply unit, it's tough to determine whether the issue is with the motherboard or the PSU, but the PSU looks more probable. Starting with a replacement is a good idea, as it's simpler to fix the PSU too.

You tried the paper clip test and everything worked fine initially, but now it won’t power on after you turn it off. It seems the issue might be related to the power button on the case. You may need to check or replace that component.
