I noticed the page you mentioned earlier. I stopped using the mouse after that and decided to check other devices. It might be a hardware issue.

They mentioned their mouse kept scanning and it was causing an issue, so I decided to unplug it. Before doing that, I discovered a wireless dongle connected to a game pad (not the one they were using). After removing the original mouse, the screen saver appeared within 60 seconds, followed by the monitor entering sleep mode. Thanks for the assistance @vaiwalker!
