Lately I upgraded my computer to boost frame rates. After installing Windows 10 properly, I still see around 50 fps. My CPU and GPU usage stay under 60 percent.

Specs: CPU 5 2600, GPU RTX 2070, RAM 2x8GB 3000MHz 620W, 1TB+120GB SSD.

It doesn't connect to your issue, but a better PSU would help. There are good options under 620W like Corsair CX or beQuiet! Pure Power 11 would perform well.
