Start with some benchmarks to evaluate performance. Check if similar problems appear in other titles. It might simply be a driver issue, so you could experiment with different drivers to investigate further.

The issue lies not with the parts themselves, but with the game's performance during play. It’s challenging to increase resource usage without exceeding 60% on your GPU and CPU.

Don't stress about the CPU usage. It won't run at full capacity unless you're playing a game that heavily relies on it. I think Fortnite is designed to work with any basic operating system, so GPU performance usually depends more on drivers than the game itself. Changing driver versions often resolves the issue. There are other possibilities, but since I haven't encountered similar problems that drivers can't fix, I don’t have specific advice. That’s why I was curious about other games too.
