I just purchased my 9700K about two days ago, but I've noticed it's not utilizing turbo boosting at all—it's stuck at 3.6Ghz regardless of what I do. I haven't changed the BIOS settings and double-checked that speed stepping and Intel Turbo Boost are enabled. The motherboard is an ASUS Strix ROG Z390 Gaming-F. Wouldn't the power plan be set to the highest level? Or is it already configured like that? I don’t understand German.
It seems there could be a BIOS update available for your board. This might resolve the issue, which appears to be a software glitch in the motherboard.

Hey there, little update! The issue is fixed—BIOS update really helped. Performance jumped to around 4.6Ghz now! I used the Ez Flash feature, went to the BIOS, and ran the tool; everything worked perfectly. Thanks for your support!
