The issue isn't the power rating itself, but the PSU quality. It’s a tier C unit, so improvements are possible, though not necessarily required. Edit: You mentioned recent changes—did you replace your motherboard? Were there any other modifications? What model was your motherboard and CPU, and did you reinstall the OS?

During the reinstall, did you retain personal files? There might be leftover Intel drivers conflicting with the newer AMD setup. For video drivers, install DDU. Restart in safe mode without networking. Execute DDU and remove Intel drivers. Restart again to check for rendering improvements. If it's not a video driver but a chipset or similar, you'll need to back up files, format the drive, and reinstall Windows. It appears your rendering program attempts GPU usage, but the GPU can't secure sufficient power when paused. For fun, in BIOS you should be able to set PCIE gen mode to 3.0 instead of automatic. Your previous system used gen 3, while the new one supports gen 4.0, though the 5500 xt isn't compatible with gen 4.0. Forcing the motherboard to gen 3.0 would resolve any issues. It's backward compatible, but this should help confirm the problem.
I maintained my files after the recent drive formatting for Windows 11, which is frustrating since I've had to do that before. I'll give it another shot if needed. Regarding your question, the GPU usage spikes when you pause rendering, yet CPU remains near 80%.
Sorry for the delayed reply, but I was working on the whole video from the start. I’m not sure what triggered this issue—some of the effects I used had GPU acceleration turned on, which aligns with how the GPU should be handling it.
