Thanks a lot everyone, but I didn't say I'm on a super tight budget. I just live with my dad who doesn't work and sometimes helps neighbors and earns some money. I assembled this PC piece by piece, mostly using free or trade items from old phones. The only purchase was a headset. My machine has a 750W Xilence PSU, a 1TB HDD from Seagate, the GTX 970 8GB RAM with dual channels (one HyperX, one Corsair), and an i5 750.

What country and max budget? Are you willing to look at the used market? Huge savings at the risk of sometimes buying a dud. If you shop at legit places returns should be accepted like Ebay, some used parts seller like CEX (UK) and others.

Romania offers around 50$/month for me since I’m young, and occasionally I earn about 20$ a day working in the forest. The used market needs improvement; olx.ro is a good site where I usually search for affordable parts. I could trade my current PC for something better, while I have another with an AMD Phenom 9550, 4GB RAM, Corsair, 450W PSU, and an ATI Radeon 5670 with 1GB VRAM.

Your current system is outdated. As mentioned earlier, CS2 benefits from good caching, but 3D CPUs are out of reach for most. You might look into used Intel CPUs from the 9th generation; they’re still reasonably affordable and could be around 9700K.

It's not a 1150 port, it's a 1156 port, meaning just one Intel processor should fit here.

This setup isn't ideal, but it's working for me. I'm averaging around 180 FPS in CS2, which is just 1% below the target of 110 FPS. I've boosted my CPU to 4.7 GHz, upgraded my RAM to 2400 MHz, and installed an RTX 3070 at 1440p resolution. My monitor only displays 155 Hz, so if I'm aiming for competition, upgrading to an ASUS AM5 platform with new RAM and a better monitor would be wise. Still, I'm quite content with what I have.
