I attempted to download the newest Vulkan drivers and received a link to NVidia's version, which I hadn't used before since they just released updates today. I plan to use those instead. My current BIOS isn't the latest, but the previous one is fine. According to Asrock, the most recent BIOS includes "Support individual SATA port control," which doesn’t seem relevant for my FPS issue.
It seems your Ryzen 7 CPU might be the issue. These high-core CPUs usually aren't ideal for gaming. It could also be your mouse—especially if you're using a 1000Hz polling rate that causes odd behavior with Windows—but the problem should appear at 1080p as well. Try turning off V-Sync in the game, opening the Nvidia Control Panel, and enabling Fast Sync. Restart the game for it to work.
I updated the NVidia driver and... everything functioned smoothly. I'm running Vulkan or OpenGL now and maintaining a steady 144FPS without any issues. The CPU usage is low at 20%, while the core stays at 100%. It seems the problem was resolved. I’m puzzled since the game is old and Nvidia drivers should have worked well for years, but it actually works as intended. Thanks!
